NSW electricity Network Operators have reporting obligations under the Electricity Supply Act 1995 in relation to serious electricity works accidents. Additional, but similar, obligations exist under licence conditions for electricity distributors imposed by the Minister for Resources and Energy.

The Industry Safety Steering Committee (ISSC) was established in 2002 with a Mission to identify opportunities to improve electricity network safety in order to eliminate or minimise exposure of people and property to the risk of injury or damage from electricity network hazards.

The Significant Electricity Network Incident (SENI) scheme was established by the ISSC to facilitate these reporting obligations consistently and comprehensively across all network operators.

Significant improvements in the frequency and seriousness of incidents, along with the development of mature and sophisticated internal processes within individual network operators, has enabled the ISSC to consider a less onerous reporting framework whilst maintaining a focus on its original mission.
